The Opportunity
Child Care Resources Inc.'s (CCRI's) Early Head Start-Child Care Partnership (EHS-CCP) serves low-income families living in Mecklenburg and Burke Counties (NC). In partnership with 5-star licensed child care centers in these communities, EHS-CCP delivers comprehensive child and family services for infants, toddlers, and their families.
CCRI is seeking an Early Head Start-Child Care Partnership Director to lead the development and implementation of CCRI’s EHS-CCP Program. The Director will provide overall leadership in the planning, design, implementation, and evaluation of all components of the EHS-CCP program with the following program goals in mind:
- CCRI’s EHS-CCP will result in measurably improved infant/toddler child care delivery across partner sites (classroom instruction, family engagement and support, teacher performance, and child outcomes) and provide a model of excellence in infant/toddler care delivery for child care programs serving low-income families.
- CCRI’s EHS-CCP will adopt a reliable and robust data management system to strengthen all tasks required to enhance program planning, implementation, and evaluation, which results in improved child and family outcomes.
The Director reports to the Chief Operating Officer and supervises a twelve-person team of managers and education and family services specialists. Successful candidates will have strong early childhood education program planning, organizational, administrative, and fiscal management skills.

Head Start Management Experience
The EHS-CCP Director will have strong leadership experience managing a Head Start program and Early Head Start or previous EHS-CCP management is preferred. The Director will manage the overall operations of the EHS-CCP program and will provide leadership on implementing or exceeding Head Start Performance Standards. They will build staff capacity to lead a high-quality program for families and children and ensure consistency with EHS-CCP's mission and goals.
The Director works with CCRI’s executive team and the EHS-CCP management team to gather and analyze needs assessment data in order to develop and implement multi-year strategic planning goals, objectives, and policies in compliance with Head Start Performance Standards. The Director promotes evidence-based and promising program practices, striving for excellence.
The Director works effectively with EHS-CCP Provider partners and will have strong knowledge of theories and practices in Early Childhood Education/Child Development and Family/Social Services and North Carolina’s early care and education system. They will establish regular systems of communications to clearly communicate expectations, understand issues and concerns, and provide directly, or through delegation, support for program implementation.
The Director will promote family participation, leadership, and effectiveness at all levels of EHS-CCP, including Parent Policy Council and committees.
Leadership and Management Skills
The Director will have a strong background in program, staff supervision, and fiscal management within a nonprofit or human services organization. Managing the EHS-CCP program requires significant experience with the budgetary, administrative, and organizational complexity of managing multiple grants and balancing regulatory requirements with budget constraints and growing community need.
Fiscal Management
The Director will maintain close working relationships with the Controller and the EHS-CCP Finance Manager for budget planning and fiscal oversight. The Director will assume primary responsibility for program fiscal management developed in collaboration with Finance Department staff. They will prepare and maintain annual EHS-CCP budgets within the agency and for funding sources and develop related proposals for new funding and ensure compliance with all grant awards.
Team Leadership and Supervision
In conjunction with CCRI’s Human Resources staff, the Director will manage the EHS-CCP staff, complying with all applicable laws, regulations, agency personnel policies, and procedures. The Director will have the capacity to foster an inclusive workplace where diversity and individual differences are valued and promote training that meets team and individual needs.
The CCRI staff team follows a hybrid work schedule temporarily due to COVID.
Communications & Community Engagement
Excellent oral and written communication skills are essential to build relationships with families, staff, and community partners. Experience in the design and delivery of training and other formal presentations are important to the role and public speaking experience is preferred. The Director will represent CCRI in the local, regional, and national communities, promoting sound organizational and programmatic innovations. The Director will be equally adept at developing relationships with local groups as well as with leaders engaged in national conversations about early care and education.
Bilingual in English/Spanish preferred.

Additional Preferred Attributes
- M.A. or M.S. required in early childhood development, education administration, education, special education, or related field.
- Hold (or be eligible to hold) NC Early Educator Certification (EEC) at Level 11 or higher from the NC Institute for Child Development Professionals.
- At least five years of professional leadership/management and supervisory experience in administering a comprehensive, community-based early childhood education and family development program (preferably serving children birth to three and families) in an educational nonprofit; prior senior management experience in Early Head Start or Head Start preferred.
- A valid North Carolina driver’s license with proof of insurance and your own vehicle.
- Health Appraisal Questionnaire, with a negative TB test, is required at hire and must be updated annually.
Must pass and maintain a comprehensive Criminal Background Check as required by the North Carolina Division of Child Development & Early Education, CCRI, and Head Start Performance Standards.
