Overview

Tammy Lynn Center for Developmental Disabilities (TLCDD) seeks a Chief Operations Officer to lead its ongoing operational functions in support of the Center’s long-standing and diverse programs for children and adults, serve as a member of the senior leadership team, and provide vision and direction for key business functions that allow the Center to operate efficiently and effectively.

Established in 1969 and located in Raleigh, NC, TLCDD is the Triangle’s premier provider offering residential, education, early intervention, therapy and respite care services that allow children and adults with intellectual and developmental disabilities (IDD) to reach their full potential and optimize their quality of life.  The organization has a budget of $9M+.

 

The Leadership Opportunity

The COO will direct the Human Resources, Finance, Property Management, and Information Technology departments of the Center, leading a team that consists of both internal employees and external contractors to perform these functions. Serving as a member of the senior leadership team and reporting to the CEO, the COO will enhance the organization’s infrastructure through thoughtful planning and the execution of sound, sustainable business practices.

Following an appropriate transition period, the new COO will be called upon to fulfill the following key responsibilities:

Operations Management

  • Oversee and ensure the successful implementation of risk management, legal, business insurance, property management, human resources, and information technology activities, policies, and procedures.
  • Interface and build trusting relationships within the organization, including staff and volunteers, as well as with external entities such as contract accounting and IT vendors, Medicaid, Managed Care Organizations, local and state officials, and other key stakeholders.           
  • Participate in ongoing strategic and tactical planning efforts that strengthen the organization’s infrastructure, sustainability, and impact in the communities it serves.

Financial Management

  • Oversee and coordinate all facets of fiscal management and operations – including billing, accounts payable, payroll, financial reporting, grant reporting, audit, and tax preparation – interfacing with the Center’s outsourced accounting services firm, auditor, and internal departments as necessary.
  • Drive the annual budgeting process (in concurrence with outsourced accounting firm) and the development of business policies and internal controls for the Center’s fiscal operations.
  • Oversee the production of monthly financial statements, Development reports, and organizational performance metrics reports, providing feedback and assistance as needed
  • Co-lead presentation of the agency’s monthly financials to the Finance Committee and Board of Directors in partnership with the outsourced accounting firm’s CPA. 

Human Resources Management

  • Oversee the planning and implementation of all HR functions including recruitment, hiring, termination, compensation, benefits administration, and professional training and development.
  • Work with the HR Generalist to develop retention strategies, ensure regulatory and legal compliance, process timely and appropriate insurance renewals, and make HR policy and procedure recommendations to the Senior Leadership Team.
  • Address the HR needs of 200+ Center employees.

Staff Supervision & Workforce Development

  • Lead, prepare, empower, delegate and evaluate the performance of a diverse team of professional and technical personnel, ensuring staff receives effective orientation, training, and performance management guidance.
  • Direct and oversee the activities of multiple contract service providers.

Communication

  • Interpret laws, policies, and procedures quickly and succinctly to assure timely, consistent and accurate implementation.
  • Interface effectively with internal departments, external vendors, Board of Directors, Board committees, and the Senior Leadership Team.
  • Represent and promote the organization with stakeholders and in the broader community.
  • Model transparent and open communication.

 

Qualifications & Attributes

  • Master's degree in a business-related field or Public Administration with 3+ years in nonprofit management with fiscal oversight; or a minimum of a Bachelor’s degree with strong operational experience and 5+ years in progressively responsible management positions with fiscal oversight.
  • Strong leadership and management skills including ideating and implementing strategic initiatives along with influencing corporate culture.
  • Considerable knowledge of principles, methods, and techniques of efficient administration, including public relations, budgeting, strategic planning, succession planning, financial management, office management, program planning and evaluation of fiscal and business operations.
  • Project management experience highly desirable.
  • Ability to interpret and apply laws, rules, and policies to specific problems relating to Center activities.
  • Ability to establish and maintain effective working relationships with Center personnel, local and state officials, vendors and the general public.
  • Knowledge of federal and state provisions, regulations, Medicaid compliance with regulatory agencies.
  • Ability to express ideas and interpret policies and procedures clearly and concisely, orally and in writing, and to speak effectively before large groups.
  • Medicaid Program knowledge/background helpful.
